Legislative Update


The session has eight days to pass a budget and end on time. The budget conference committee members have been appointed and the organizational meeting between the Appropriations chairs, Senator Bradley and Representative Trujillo occurred last night. No conference committees have been notice, but there is only an hour notice required. However, the House goes in Session at 10:30 a.m. and the Senate at 10:00 a.m., and I anticipate long debates on the bills they will be considering. The earliest a conference budget committee may be noticed would be 3:30 this afternoon, but I think it will be later. Per the chairs comments last night, deliberation in the conference committees will go until 10:30 a.m. Friday morning and then any unresolved issues with go to Senator Bradley and Representative Trujillo. Sunday morning at 10:30 a.m. any unresolved issues will go to President Negron and Speaker Corcoran to resolved. The final draft of the proposed budget must be submitted to the Senators and Representatives 72 hours prior to a vote on both floors for passage of the 2018-2019 budget.

Bill Update for Today


This week will finish committee meetings. The most discussion is around the bills being formulated in response to student safety on school campuses and gun policies.

There has been no conferees for budget discussion named nor has there been a budget conference schedule announce. This is due in part to the expenditures associated with hardening the schools and expanded mental health resources for prek-12. Additionally there has been a reduction  to the $167 million in the projected money available which has something to do with the new federal corporate tax laws.(Sorry cannot explain that.)

HB 323- Financial Literacy


Rep. Jones posted a proposed amendment to Fitzenhagen’s bill which would place  a ½ credit in Financial Literacy as a graduation requirement, reducing the number of electives to 7 ½.  Rep. Fitzenhagen’s bill required the course be offered as an elective option.


The Senate, earlier this week, amended the ½ credit for Financial Literacy into HB 7055( the House Education train) along with some other issues.


We have 2 1/2 weeks left in the session, hopefully.


No conference conferees  have been appointed nor has a conference schedule been published. The “conference” is when the House and Senate sit down to negotiate the final budget which must be voted off the floor by both the House and Senate. The Session is scheduled to end March 9th. There is a 72 hour (3 day) cooling off period before the final vote can be taken. The only constitutional requirement of the Legislature is to pass a balanced budget.
