The Florida Chamber of Commerce has stats for each county
on job growth, graduation rates, poverty, new home permits, etc. You can
compare to the state averages or other counties.

HB 1201
Good morning,
HB 1201 was signed by the Governor, which allows the
Department of Corrections to contract with you to provided training for
prisoners with less than 24 months left to their sentences. This bill excludes
federal corrections.
A couple of technical colleges have asked me if any of you
have a contract you could share. I know some of you currently contract with the
local sheriff, so would that contract be applicable? If you have anything
please send the group a copy.

Legislative Update - March 6, 2018
Good morning,
HB 7055 has passed both the House and the Senate headed
to the Governor’s office for his action. This is a train of many policy pieces.
I will send you an analysis later today.
There have been on budget conference meetings on PreK-12
and Higher Education. This is pushing the deadline for the Legislature to end
on time. The final proposed budget needs provided to all legislators 72 hours
before the final vote.

Legislative Update
Good morning,
Unresolved issues are kicked up
to the House Speaker and President of the Senate. Education issues are
tied to bills in play now, so that could be the delay for that portion of the
budget. The final proposed bill must be to the members tomorrow to meet
the 72 hour cooling off period prior to vote on Friday. The only REQUIRED
action by the legislators is to passed a balanced budget.

House Higher Ed First Offer -- Performance Funding is back in at $4.5 million
Last night during the first Higher Ed. conference meeting
the House picked up the Senate position of Performance funding and the
$4.5 million is back in. It also appears it put another $5.5 million in based
on the formula. They did not discuss the proviso language, so I do not know if
the House agreed to the Senate language. The only project they both agreed on
was the Lotus House Women’s Shelter.
There have been no Education conference meetings noticed
today.

Legislative Update
The session has eight days to pass a budget and end on
time. The budget conference committee members have been appointed and the
organizational meeting between the Appropriations chairs, Senator Bradley and
Representative Trujillo occurred last night. No conference committees have been
notice, but there is only an hour notice required. However, the House goes in
Session at 10:30 a.m. and the Senate at 10:00 a.m., and I anticipate long
debates on the bills they will be considering. The earliest a conference budget
committee may be noticed would be 3:30 this afternoon, but I think it will be
later. Per the chairs comments last night, deliberation in the conference
committees will go until 10:30 a.m. Friday morning and then any unresolved
issues with go to Senator Bradley and Representative Trujillo. Sunday morning
at 10:30 a.m. any unresolved issues will go to President Negron and Speaker
Corcoran to resolved. The final draft of the proposed budget must be submitted
to the Senators and Representatives 72 hours prior to a vote on both floors for
passage of the 2018-2019 budget.
